Who We Are

Our Mission: To further Tom's legacy by amplifying and advancing the work of innovative corrections leaders. We identify, champion, and share these best practices because real change comes from supporting those who drive it.​

​​We are here to help correctional leaders utilize the Correctional system as a tool not only for justice but also for rehabilitation. 

Tom Clements was the Executive Director of the Department of Corrections for the State of Colorado.

​

Tom was a champion for prison reform and led global innovation in corrections to create a system that is focused on upholding justice while providing resources and education to support offenders in successfully returning to and contributing fully to their families and communities.

​

Tom started his career on King's Highway in St. Louis, Missouri, where he was a Probation Officer before going on to lead within the Missouri Department of Corrections for 30+ years. 

​

Tom was known for his unyielding hope and belief in redemption. He was adamant that none of us should be judged by our worst moment.

 

In the United States 95% of Americans who are incarcerated return to their communities.  Tom passionately advocated that corrections should be a place where people are given the tools and resources needed to return to their families and communities as contributing members of society. 

​

Tom was recruited to the State of Colorado, where he immediately instituted changes in policy and procedures that later resulted in the decreased use of solitary confinement within the department by 70%.

 

Tom was assassinated on March 19th, 2013, in his home in Colorado.

 

Tom's legacy continues daily through his family, friends, and colleagues, who are adamant about creating a better world.

Rachel is passionate about culture change.

She is an advocate for creating systemic and sustainable changes in how our society engages with people who have been incarcerated.

 

She enjoys finding innovative ways to make the criminal justice system better and sharing the stories of people who are creating and implementing change.

 

She is a strong advocate for connecting people and ideas across professions and cultures to build community and opportunity for innovation.

Sara is passionate about criminal justice reform.

 

She has worked in prosecution for the El Paso County District Attorney's Office in Colorado Springs for almost a decade and enjoys focusing on reform within sentencing and investing in jail diversion opportunities, as well as creating fair and equitable sentencing guidelines that are restoration-focused.

 

Sara is a advocate for creating meaningful programs to help incarcerated individuals return to society as productive and stable citizens, creating a safer community for her family.

Dr. Clements is a Consultant and is passionate about creating system-wide changes to State and National programs to better serve individuals involved with both the Justice and Behavioral Health systems. She is a Senior Behavioral Health Advisor for the National Association of State Mental Health Program Directors Research Institute and is a former Bureau of Justice Assistance Fellow, championing behavioral health care for justice-involved individuals. 

Dr. Clements is a Psychologist and was previously the Commissioner of Behavioral Health for the State of Colorado. She has served in public service for 30+ years alongside her husband, Tom Clements. She and Tom met in a Juvenile Justice College classroom, and she has been passionate about the intersection of Justice and Mental health ever since.

For the last 30+ years, but particularly since Tom's assassination, 
Dr. Clements has been a staunch advocate for justice reform and has worked with Correctional departments globally to support leaders as they innovate within Corrections.

Dr. Clements believes in the balance of forgiveness and personal responsibility. 

 

She is a strong advocate for criminal justice reform and proactive community support and believes that creating smart reforms reduces repeat offenders, making communities safer.
